The Kremlin has no legitimate reason to fear Moldova’s joining NATO, but it still has a number of troops stationed in the country. Moldova has handled Moscow gingerly since the war began, not joining sanctions or allowing weapons through its border. It also has accepted some refugees from Ukraine, including 100,000 of its citizens. At present, Moldova is the largest per capita refugee recipient in the world.

The country’s strategic value has declined as a result of this situation. It does not have a common border with Russia, and it lacks military infrastructure that could be used in a conflict between Russia and NATO. Moreover, Ukraine has resisted Russian access to Transnistria and has adopted a different policy towards Moldova.
